National Authority for the Litani River
Based on the mandate of the Parliamentary Administration and Justice Committee, and on April 23, 2019, the National Authority of the Litani River was tasked with monitoring the encroachments in the upper and lower basins, updating information related to the sources of emerging pollution, whether from sewage, industrial, solid waste or agricultural activity, and surveying all towns, industrial, non-industrial and health institutions, and random gatherings To the displaced on the banks of the river and the refinery stations, and to determine the extent of their impact on the water, and to keep pace with the legal, judicial and administrative measures taken against the perpetrators of water and environmental crimes, and to remove the encroachments on the expropriation of the interest and the prohibition of irrigation canals and their water facilities. Whereas the National Authority of the Litani River has been assigned to keep pace with efforts to remove pollution and protect environmental and water resources in the Litani River according to Law 63 dated 10/27/2016, which stipulates the allocation of funds to remove pollution from the Litani River as the authority responsible for implementing the governance mission in the Litani River Basin, And according to Laws No. 64 and 65 dated 10/27/2016, which stipulated raising the level of awareness among civil society about preserving the environment of the Litani River Basin, and based on Law No. 77 dated April 13, 2018 “Water Law”, which aims to organize, develop, rationalize and exploit resources and protecting it from depletion with the aim of ensuring sustainable management of the natural water resources of the Lebanese state. In addition, Laws No. 415 and No. 416 dated 5/6/2002 and No. 49 and No. 50 dated 10/24/2015 required taking all precautionary measures and carrying out the necessary work to protect the Qaraoun Dam from pollution and to limit the accumulation of sediment in the dam’s reservoir and to assign the Authority to coordinate with all stakeholders. The National Authority of the Litani River has worked to define the borders of the riverine properties and to survey the encroachments on the riverine public property and to appropriate it subject to the same provisions, and then supervising and keeping up daily to remove these encroachments in accordance with the texts mentioned above and after taking the judicial and administrative procedures with the competent references, and then documenting them and defining the areas Infringement and those removed and the nature of the infringement.
